Sphere Control has been known to step in if anything that seems imminently apocalyptic brews up - it%27s unlikely%2C for instance%2C that they would permit an EF5 tornado to plow through downtown New Avalon%2C though fortunately the normal conditions are such that that%27s extremely unlikely to happen anyway - but things are largely permitted to take their natural course.  They aren%27t%2C for instance%2C going to start fooling with the system just to prevent the Knights from getting rained out. The problem with things like you suggest%2C though%2C is that they%27d be just as much of a hindrance to the defenders.
