>"during the day, as fast as you want, just don't hit anything." I think you're thinking of Montana - which stills does have such a rule. Well, almost - the rule is for a 'reasonably prudent speed'.
Reading an article on that a year or two ago, there was a quote from a Montana State Trooper something along the lines of "If we see Bob go by in a beat up pickup going 90, we'll probably stop him. If we see Mario Andretti go by in a Ferrari going 125, we wouldn't."
Basically it is up to the cop to evaluate the variables - the road, the weather conditions, the vehicle, and the apparent skill of the driver (ie, how well the driver is controlling things).
