It was always part of the plot. The Red Skull was the one who planned the original assault on Themiscyra during World War II; he 'dug up' the old German records and passed them along in one of his cover identities within the Earth Alliance power structure. He set all of this in motion, and was never actually seen during the story itself. That's what makes him so frightening and so dangerous.
