Um, the BPOJK - Babylon Project Order of the Jedi Knights (right?) doesn't exist yet because there is no WDF, Twlight, or Babylon Project.

That said, is he a Jedi Knight? Probably. My guess is he is reporting to an Authority like Asrial, Skuld, or W3A. It's clear he's been approached and asked to keep his eyes open. That he doesn't want his bosses to know. And he's been tasked to report on one man. He is a scientist working for cops and believes in justice - that suggests to me that someone with some precog ability found him and convinced him that reporting this sort of info back would lead to Justice.
