Working in construction I affirm this standard. The only place slotted screws have a place is in really small applications like fire-alarm terminal blocks because the screws are so small that making them phillips head also tends to make them prone to stripping out with any torque whatsoever. As an electrician I would request a building code that makes stab-lock wiring illegal
