Nope, Q is indeed named after the aforementioned Geoffrey Boothroyd. They
have the same first name, too, as I remember, but on this I am unsure. But the movie character is based on Flemings advisor. And, as an aside, Q is for eQuipment branch. Q, as such, is only the head of said branch.
