What Big Fire gained (I think) goes back all the way to what Alberto said during the debut of the K-units. People in New Avalon feeling like the IPO can't protect them, that the city isn't as safe as they think.

As a practical op, yeah, this probably goes in the loss column, but for a political op, it's probably at least a partial win.
