2 COM, 1 head isn't particularly useful when a well-placed shot to the center of mass goes through most practical personal armor. The shooter wasn't aiming at somebody in CVR-3 or better, which would probably have taken the shot without risk of instant death for the wearer.
The shot was placed for a person wearing IPO or NAPD standard gear, which is what would be expected at the scene. One shot to COM would probably be a chunk out of the heart, lungs, or intestines. Potential death, with the only other possibility being an extended hospital stay. Why waste time shooting again?
And yes, I just made that up. However, it's a realistic analysis of what Gryphon's described in-story.
