Actually, it did; but only at the end of the turn.So if your construction speed was fast enough it didn't matter.

(You selected the settler, gave the build order, selected the settler again, repeated the order, etc.) You could also use this to move settlers very quickly along roads, (move two tiles, give build order, selected settler, move two more times, etc.) Yes, taking advantage of how settlers fully reset their movement without losing that turn's build progress if you aborted a build order was an exploit. So was building ocean railroads for the extra trade.
