Uhm I don't know about SlowKing, But the Meowth that talks learned how to do it to impress this rich lady's Meowth who he had the hots for. I don't remember the name of the episode but Brock, Misty, Ash and Pikachu where going to Hollywood for a movie premier and they showed Meowth's backstory.
