They're one of the non-human races available as player characters in Earthdawn, a former FASA RPG now being revived by Living Room Games. (Who have something of a presence here - note the .sig of Ebony, whose post contained the lengthy italicized discourse by a t'skrang questioning the wisdom of my design decisions regarding T'skaia. :)

As for what they are, that's fairly well described in Duelists when Sky first appears. For a graphic reference, LR Games has the Brian Stelfreeze painting from the cover of Earthdawn Second Edition on their site. See the green fella in the middle, holding an arrow? That's a t'skrang. You can't see his tail because the obsidiman with the zweihander sword is standing in front of it.

(I am given to understand, btw, that it's pronounced "skrang", much as T'skaia is pronounced "sky-uh".)
