This has been answered in a different thread - in fact, the first question is answered in the story itself. T'skaia is a t'skrang.

Outside of UF, the t'skrang are one of the playable races in the ex-FASA role-playing game Earthdawn, which has been picked up by Living Room Games.

For a visual reference, LRG has the cover of Earthdawn Second Edition on their website. The green guy with the arrow in the middle is a t'skrang, though he isn't the same color as Sky, who is kind of a propane-flame blue with an orange-red sunset crest on the back of his head.
