They're closely tied. Mythologically, the Norns are at the top of an order of beings that includes the Valkyriar and ran down to lesser (can you say 'chibi') Norns of which there was one for each and every human (and presumably alfarr etc) whose job was to keep their charge on the destiny outlined by the big Three Norns. And EVERYTHING was predestined.
