I think the Master Mage expected to much of Megazone. He's not just the Chaoswalker in name, after all. He's not going to poke his nose where it's not wanted. What was he supposed to do, say, "My, that's a very powerful magic aura you have there, do you need some help with it?" Not.

I mean, if the Norn of the Future, Goddess of Technology etc etc either didn't notice Utena's power or didn't choose to look for such things, what business is it of Megazone's?

Or maybe the Master Mage was worried? If Utena is wearing the power-limiters that Belldandy was going to make for her, he might not be able sense her anymore? If he could before? Maybe I've just been watching too much DBZ?

That last is a certainty...
