Missed a couple of things my first time through this.

Oh, it's not complete... it's just not very useful in a military setting. (grin)

Actually, you can't be a human within the borders of the freaking Earth Alliance without one. If you're psi-active and a citizen, you're in the Corps or you're taking the sleepers. If you're psi-active and not a citizen, you're essentially on probation, reporting your whereabouts and activities to the Corps like some kind of paroled felon. Either way, if you're not active, you need the card to prove to the spotchecks and customs types that you're not, so that they don't thrown down options 1 or 2 on you.

You don't actually have to be wealthy to attend WPI. The Institute offers partial or even full scholarships to students who demonstrate sufficient talent and initiative. Kaitlyn has a substantial music scholarship. Utena (well, Zoner) isn't paying full list price for her education because she tested in so well (well enough to skip a grade). Miki (well, Gryphon) is paying almost nothing, since he tested in well enough to skip two grades.

Saionji, on the other hand, is on the "Edward tampers with the Accounting Department's records" payment plan, since he barely got in at all. :)
