Being a teep doesn't mean you can do Jedi mind tricks. As evidence in the source material, B5, people tend to know when they are being scanned. Trying to manipulate someone's thoughts takes a LOT of power and skill, to do so without being detected is something I'd expect only a mere handful of teeps can do - and they have had years of practice.

I don't have the encyclopeadic knowledge of B5 that some here do, but the only instance I can recall of someone having reality bent for them and not realizing it was when Lyta and a group of teeps united to fool Bester. And even then it was obvious he thought *something* wasn't quite right, but he just couldn't put his finger on it.
