The major point of evidence, I think, is the scene with the guy in the curtains. It's possible that he decided to come out once he was discovered, but I don't think so.
I think Devlin made him come out. Reached in and latched onto his hindbrain and made him walk.
I've never read the books. It's been forever since I watched the show.
But I don't think even Bester could do that.
