She's a lovely, lively little imp. The picture you have posted of her is of her "Transformed" form. I don't have my discs handy with the episodes, and I'm far too punchy to sit through them (losing one's job and home in ~48 hours can do that), so I'm not 100% sure of the nature of the transformation.

BUT, drawing from memory, I believe Kaolla Su is not yet adult, in the Love Hina anime, and only assumes her transformed form when nessecary/compelled by non-optimal conditions. She's quite skilled with the stringed instrument she's got there, and can use it for charming magic, usually on giant turtles.

In her normal, immature form, Kaolla has a mecha-tinkering ability apparently on par with Skuld's, and bases 99% of her designs around turtles. She is often accompanied by a flying turtle named "tama-chan", which says "miya".

Love Hina is a wacky anime, with moments of seriousness. I consider it similar, but superior to, Ranma .5, with enough lessening of the "bad" elements (my opinion, thankyou) that ruined Ranma. Namely, the absurdity level, and the preternatural martial arts skills. Characters are intelligent thinking beings, for the most part.

Oh, and Lain's in it. More or less.. the older "aunt" character, Hikaru, who theoretically runs the Hinata-sou, has set off innumerable bright red blinky things in my head, comparing her to a grown-up Lain. To add to that.. she smokes, and looks incredible in a bikini.. Very nice, and another character added to my personal jam-list.

Love Hina- Reccomended.
