As much as I hate to play devil's advocate, this was probably:

A) driven by external forces (namely the return of Ollie Queen); and
B) for the best, since Ollie and Dinah are one of the best couples in comics when they're handled right.

... and by "right" I mean "the way Kevin Smith handled them," not "the way Judd Winick screwed them the fuck up."

Yeah, I wouldn't take that bet. Mind you, she is, if not socially awkward, at least not socially clever. I wouldn't expect her to use the wrong fork at a dinner party or comically misapprehend some situation like, say, Starfire might, but I would expect her to cause uncomfortable silences in high-social-fiction circumstances just through her complete lack of pretense and intolerance of veneer and bullshit. That doesn't make a fool of her, though; if anything, it makes a fool of those around her.

Heh. I think my favorite line in that sequence, in terms of characterization, is "... little help here?" That whole scene is one of my top ten "gee, I'd like to see this animated" moments. I am rather proud of the way it captures her confidence - in her abilities and those of her teammates - and the way she never hesitates. If there's one quality I think defines Cass (beyond her pseudo-extrasensory ability, which is the part where I don't think my interpretation quite lines up with yours), it's the fact that she somehow manages to be completely without hesitation and almost completely without rashness at the same time.

Well, to be fair, she probably would be, with a bit of practice. I mean, it's a logical assumption.
