Oh, certainly. If G were going to do a real full-court press to find someone and pry them out of an existing fleet, he'd have either Picard from Starfleet, Jim Kirk from the WDF, or Kanæ Kirk from the Royal Salusian Navy by now, but he's confined himself to candidates who actually applied for the job. :)
