He's not that much of a radical. (And if he were, he would be in for a grave disappointment.) More that he finds her irritatingly frivolous and easily distracted, and he has pretty significant misgivings about these New People. He's not old enough to realize that she's actually become more like herself since she went Outside in the wake of the Spirit Incident of 271.

It's not unlike the reason why she doesn't do meditation as regular sages understand it - "still water is dead water" - and Cheong doesn't have the cultural background to (if you will pardon the pun) fathom that attitude. His roots are mainly in the Earth Kingdom, where the phrase "for pity's sake will you light somewhere already" is not an uncommon viewpoint. :)
