That's an interesting idea that never occurred to me. The second part wouldn't be possible—Executioner was vaporized, there's no wreck—and as for the first, it's probably because the wreck and its vicinity are so hazardous. (It's also an open question whether metal salvaged from said wreck could ever be decontaminated sufficiently to be even vaguely safe, given that it's spent the last century-plus marinating in uncontained Weird Science Energies. That might make for a really interesting sword? But it also might give whoever carries it cancer, which is... less awesome.)
