Two possibilities come to mind:

1) That's what a girl from Augsburg does when she feels like being casual. Tie off; top button still buttoned. :)

2) (The Dōjinshi Explanation) Just out of shot to her right, she's used it to tie Hurricane's wrists a) together and b) to the headboard of a brass bedstead. This would imply that that is actually her "satisfied with my handiwork" face, which would mean that she has a bad case of melancholy resting face (as opposed to Zero's classic angry resting face), roughly on par with Droopy Dog's. :)

Oh! I just thought - or it might be her "... Oh, all right, fine, 110, this is not really a good time, but you can get a picture of me if you're quick about it. Now get out, I am busy." face.
