No real reason; most of Picard's appearances have had to do with the fact that he's conveniently placed (as a Starfleet captain who remains friendly to Zeta Cygni) to turn up in various plots I've been working, whereas the WDF as a whole isn't on stage much in recent works.

Don't worry, neither can I, largely because when I drew the original distinction between the two fleets (and wrote up the fleet roster in the long-apocryphal Technical Readout), I got it wrong.
