Well, I'm certainly no expert on Voyager - by the time the series switched to the "all 7 of 9, all the time" format, I had already stopped watching it regularly - but the name always seemed to make sense to me. The way I see it, those aren't numbers in the "counting" sense, but identifiers that happen to be numeric. In that sense, "Seven" is her first name and "Nine" her family name. Depending on how those designators are handed out in Borg-land, she may or may not be the seventh drone to be added to the ninth cluster/matrix/borglet/whatever, just like "Room 7" in a building may or may not be the seventh room, depending on how the numbers were assigned.

(Now, there's a saying that never made sense to me. Isn't "head over heels" preferable to the other way round?)
