Probably, although not certainly. DSM does have students with metanormal and paranormal abilities. For instance, Nelyna, like virtually all asari, is Force-sensitive with a particular talent for psychokinesis, and Sakura Byakuro of the Duelists' Society has Weird Ninja Powers, and so forth. The difference is mainly that the students at Xavier's aren't - or weren't when they arrived - very good at operating their powers. You tend to end up at Xavier's if your Special Abilities present a danger to yourself and others and you want to maybe fix that, whereas generally the students at DSM who are superhuman are that way as a matter of course for their species (Nelyna), and/or are already very well-trained (Sakura).

Like I say, I'm not very familiar with the "airbender" source material, so I'm not sure which would be the case for the characters you name. It might be perfectly reasonable for them to be at DSM, or - in the case of, er, wilder talents, they may well belong at Xavier's. (Some of the Xavier Institute's more advanced, less casually dangerous students split their time between the two.)

Well, yes, the narrator tends to avoid such practices, yes, but that line is happening inside Kaname's head. It's her own voice, not the "story's", as it were.
