This is true. For that matter, we know that the planet Earth did support a sapient reptilian species (technically two - the Sea Devils and Silurians are related, like horses and donkeys, but not the same species) at around the same time velociraptors were a going concern, and the Silurians liked them some weird science. So it's mathematically possible that Dr. Dinosaur is in fact both a genetic experiment run amok and a time-traveling dromaeosaurus. That doesn't explain why he doesn't actually look anything like modern palaeontology now believes velociraptors looked, but hey, you can't have everything. :)
