To be fair, we really only ever see Big Fire onscreen when they're up against people who are probably very high on the list of Top One Hundred Deadliest Motherfuckers in the Known Universe, if not in the top ten or twenty. Even when the Magnificent Ten show up, they end up running afoul of people who fight them at parity. Shockwave Alberto, like many of the Ten, is probably a one-man city wrecker, one of Big Fire's ultimate force multipliers, but that doesn't really matter when you pick a fight with Nikola Tesla, one of the IPO's ultimate force multipliers.

EarthForce has the same problem, if problem is indeed the correct word. I'm sure most of the people in EarthForce, and for that matter, the Psi Corp, are very good at what they do. It's just we only really encounter them when they're up against Utena Tenjou, Amanda Elektra Dessler, and/or Jim Kirk.
