It may be foolish of me to step in the middle of an archetypical crossfire between the two of you, but (acknowledging for the moment that I know only AtLA and have seen nothing of LoK) the light commuter rail system of Ba Sing Se was wheelless to begin with; I suspect trains with wheels would have been more of a surprise.
