Hah! That's what we call a capacity hat - it changes the electrical properties of the antenna to require less inductance on the bottom to put the antenna into resonance for the frequency you want. There's several different designs you can use; I'm not -quite- sure how that version would differ from the right-angle 'wagon spoke' arrangement I'm more familiar with.
