In the case of Sōsuke's assessment, "not a significant threat" is Sagarese for "yeah, I can kill it if I have to." Doesn't mean he thinks it's not dangerous; just that he thinks it's not dangerous enough to worry about.

(He may also be basing part of that assessment on the fact that, having had a close look at its owner, he considers her unlikely to go on an armored rampage any time soon.)
