She just has that kind of personality—she's not actually very well-known, but she often gives new acquaintances the impression that they should have known of her already. :)

As for witches who can fly without some form of assistance, they're rare, but not unheard-of. "Conventional" witches who have been taught to fly brooms (as, e.g., Yoshika and Perrine were at one point in the TV series) usually recognize, on some level, that the broom itself is just a prop, and thus that it would be theoretically possible to transcend that limitation and fly without them, but in the Striker era, there's not much incentive for actually bothering.

(Alice is cheating slightly in that she's descended on her mother's side from the fey folk once endemic to the Britannic Isles, so her flight magic is innate. Like a Kryptonian, she doesn't even really have to think about it; it's like walking, only in three dimensions.)
