It was the runaway military industrial complex comment that made me think - just a matter of perspective, I guess as a matter of extremes I saw never really saw ST as "out of control" (I know, I know, book versus movie, and not appropriate venue here)...

But the Domination of the Draka - holy smoke. I think THAT could be EXACTLY what you're looking for in inspiration for "out of control military industrial complex" - almost to the point of parody, not even satire.
