Well, it's a B-story in the Christmas issue; it's entirely conceivable that the Lensmen connection is a tad bit peripheral, and the Lensman involved is, say, Biggles. But there again, it's also entirely conceivable that Kozue's become a Lensman sometime between the current arc on Rogue Squadron and the point where this piece is set. It's not really that important to this particular story.
