There are three classes of the Star of Avalon; the parallels are not exact, but Third Class is similar to the Bronze Star, Second Class the Silver Star, and First Class the Distinguished Service/Navy/Air Force Cross. (Or, if you prefer to draw your rough parallels with British military decorations, the Queen's Commendation for Bravery, the Military Cross, and the Conspicuous Gallantry Cross.)

Basically, the Star of Avalon First Class is the second-highest decoration for battlefield bravery a Zetan military or paramilitary organization (incl. the WDF, IPO, NAPD, Zeta Cygni Defense Force etc.) can bestow. (Each organization has its own highest medal.)
