Oh, I'm sure it's been tried. Terrain-following sensors would have to be banned, since they would sort of take the challenge out of it. An F-111 would make a good (but completely uninteresting) ship for that sort of thing, in an atmosphere, anyway.

Some of your locations are a bit iffy, though. The shipyards are too busy to be setting up racecourses in, a la the Long Beach Grand Prix; and fun is specifically banned on Romulus and Zardon, so the fire cliffs and Mega-City One are right out.
