Eep! I'll be good! Personally, the best spot for this kind of racing (besides the original location) would have to be Earth orbit. They've got that much crap up there, plus a bunch of pissed-off Earthforce patrols, making for a perfect track.

My personal preference would be for Stock Veritech in a VF-19. Does the snap on armour count as modified?
