Kind of. There are a few small, fixed Borg enclaves around, but they're still part of the Totally Radical Collective; they're just not quite as down with the nomadic stylee as the ones on the Ravecube. Mainly these are the ones who make the production versions of Borg commercial hardware (the brand names are identifiers as to which facility a particular item came from).

The "old phrases" don't mean what you might think they mean when they come from a member of the TRBC. When Priss said, "Cool if you like creepy, pasty-faced robo-hippie dudes who talk about how they want to 'assimilate' you," it should be read that assimilate in this context is Radical Collective slang for get jiggy with. :)
