It was mainly between New Japan and Tomodachi (and various adherents thereto on both sides), and was primarily over control of economic and foreign policy, and about which putative successor to the United Galactica the Sphere would back in the scramble for a new galactic order. A lot of such conflicts broke out in multistellar former UG member states; most (including the Sphere's) fizzled out as soon as the proto-Federation gained momentum, and are considered embarrassing historical anomalies by their participants thereafter.
