If they were using bending to maneuver the fuel directly, they'd have to use cryogenic propellant and oxidizer, I would think-- otherwise, who'd be in charge of kerosene? Earth, because it came out of the ground; Water, because it's a liquid; or Fire, because it's basically liquified fire?
