The TOS-era uniforms show up on the USS Enterprise in season two, but the explanation for the difference comes from the first novel which says those uniforms are exclusive to the Constitution-class ships.

My favorite are the phasers, as the type-2 pistols sport the three-barrel arrangement like the "lasers" in The Cage, while the type-3 rifles look like a mixture between that and the MACO rifles from Enterprise.

Don't put too much thought into it, the writers responsible for Disco sure as hell didn't.
