Level 1-24 armor: player.additem 002f525 1

Level 45+ armor: player.additem 000ded29 1
Hat: player.additem 0014e58e 1

(Note that I have not confirmed these item IDs, but Nuka-Pedia rarely steers one wrong in these matters. Also, the leading zeroes may be omitted.)

If you're not on PC, uh... I dunno, I suspect you may be pretty much beached.
