Actually, it was 675,000 pounds sterling, which is just shy of a million US dollars. (At the time I wrote the story, the pound was stronger; the total then was about $1.1 million.)

It's my understanding that they're about the same. Keep in mind that Bowen's PPK is the proper European model - it's in 7.65mm Browning (aka .32 ACP), as opposed to the entirely unsatisfactory mutant .380 APC "PPK/S" that US import laws have stuck us North Americans with since the late 1960s.

Anyway, stopping power arguments between firearms in the same basic niche (well, the Mak is actually more closely comparable to the PPK's bigger brother, the PP, but still) are largely pointless. The whole concept of "stopping power" is too nebulous to make any comparisons other than large, sweeping ones (like ".45 ACP is better than .22 Long Rifle").
