Jersey City? That's a new one to me. The two candidates I always heard for pre-Crisis Gotham were Newark and Philadelphia. (The latter seemed marginally more likely because Gotham and Metropolis just didn't seem as close as Newark and NYC -- as I recall it was a bit of a ride between the two, a bit more than a quick jaunt.)
