Er, no... before the Crisis, Metropolis and Gotham were twin cities, right across a river from each other. Gotham City was like Metropolis's dark shadow. This made World's Finest easy to set up, since Batman and Superman were thus practically neighbors.

Nowadays, it's a several-hour drive.
