Nah, Charlie's just in that picture because he was there. The home game (as it were) mentioned in that bit was against Blanka; the one on the road was the rematch with Guile (and the reason why Sakura mentions having been to Vegas when she's bragging to her friends - the rematch was at Nellis AFB, because Guile can't exactly host street fights at Groom Lake).
