Translated from French, the text reads roughly:

I guess in real life, "Flandre" is the name of the substation? (The heart is clearly graffiti.)

Anyway, I now want to put this sign on the door to the Scarlet Devil Mansion electrical room. You know, the one that used to be Flan's cell bedroom. :)
