That's easy enough. Simply put, there used to be one, but it was destroyed the night her mother and father were killed. It was mostly used as a source for Remilia The Elder's more commonly used ingredients (and even some of the more rare and esoteric ones), so with her no longer among them, no one saw any real point in restoring something that was, literally, a total loss.
