Technically it's not the Archangel of Sword's seat. It's 'just' a seat on the Seraphim Council. If you really want to get technical about it, Lawrence is sitting in the seat that his former boss, Uriel the Archangel of Purity, sat in before God kicked him in the aft for killing off all the creatures of myth and in general being as much of a public nuisance as an archangel can be without actually falling in the process.

More importantly, this means that an Archangel needs to step in and take over the job of managing God's army on Earth. Michael's too busy as the rough equivalent of a Five Star General to deal with a single front in the War, he might be the second oldest Celestial around (counting Yves, not counting The Big Guy) but that doesn't mean he can be everywhere at once.
