Maybe, but the word from on high kinda trumps all that. Personally, I just suddenly got the image of the Lord Almighty promoting her, but not having her take a direct seat on the council... Instead, like Tabris, being appointed as Steward for Eli, and gradually gathering back the servents of creation, so that everything is made ready for that day when he does return.
